We periodically do bulk updates to Asset Values, and if a report is open, we also bulk update those at the same time to avoid conflicts.

When a report is open on mobile, we can't bulk update its values (and it's possible that the mobile report isn't even known to the server yet). So we would like a way to lock the asset so its values can't be changed while the asset is being inspected via the mobile app.
