This enhancement is needed to bridge the gap between desktop and mobile environments.

Ideally mobile app should be able to lock the entire asset from (creating new reports, or receiving bulk updates values, or manual asset value changes) when mobile working sets are sent to a mobile device. I think a check-in, check-out system that I believe existed in the laptop version of InspectTech would work well here.

Any check-outs should have an expiration date. Minnesota would set this date to February of every year since we have to get reports in and approved for federal submittal. We need some time to apply the shelfed asset updates caused by the check out.

Texas has requested that this be configurable, this is fine with Minnesota. However, Minnesota would only want Administrators to have the ability to toggle this on or off. Minnesota would force this check out for all mobile users since we cannot have multiple inspection reports open at a time.
