Work Events could be maintained in a separate space similar to Maintenance. This would allow staff members to enter work events data without access to the full bridge data system. When a report is approved, the work events entered since the last report (Or matching whatever criteria the FHWA provides) can be appended. The work Events records can be marked with the report date to indicate that have been included in an approved report and which report they were included on (this could also be an internal tacking number).
