As an administrator, I need the ability to assign users to view the user list without having to also give them the ability to create new users.

Individuals need to have the ability to review users' certifications to give appropriate access/permissions. Also, if I ever needed assistance with verifying user certifications, I should be able to allow someone User List access without having to make them an administrator.
