The Bulk Importer should be able to create new reports.

Specifically, we should include the same options that creating a report online includes (e.g. start blank vs asset values, etc.). This will require some new options - most likely, these should be included as optional fields in the xlsx rather than blanket toggles on the import page. That allows for more granular control per item being created.
