The element query type only displays condition state results.

Before the element query type was created, a user could query element notes and other information with the element condition state quantities.

For the element query, a user should also be able to set criteria for or return data for element notes and other information, such as maintenance area, comments, etc.

Currently, the element query feature isn't as useful to the Districts/consultants if the data can't be further filtered without running a separate query and merging the data.
