We have many instances where users are uploading files/photos to the wrong filetype/category; after upload, the filetype cannot be changed. We are referring to being able restrict the places a user can upload files depending on the role or maintenance type.

i.e. role access to "files types", similar to report access (hidden, read only, full control) restrictions
