Dictation without cellular service/data plan

Can we have dictation without a cell signal? The dictation is a big benefit but it seems like we need to be connected to the internet for it to work. Offline would be beneficial.

    This should now work on both iOS and Android.

    Note for iOS: Must use normal keyboard overlay (will not work with custom keyboard overlays)
