Delegate "Manage User Certificates" to Group Level

We need to be able to delegate "Manage User Certificates" for group members to one of those group members (i.e. a group personnel manager).

administrator notification when BrM sync stops working

unless you actually go to the BrM admin page and check there is no way to know that the sync is functioning. An email to the admin notifying that there is an issue would be very helpful.

if/when a user accidentally starts a bulk import, and realizes it was the wrong file/wrong file type/erroneous data/wants to stop, there is no way to cancel out of the process. We would like to be able to have an option to "Cancel Import" after it...
