Delegate "Manage User Certificates" to Group Level

We need to be able to delegate "Manage User Certificates" for group members to one of those group members (i.e. a group personnel manager).

unless you actually go to the BrM admin page and check there is no way to know that the sync is functioning. An email to the admin notifying that there is an issue would be very helpful.
