Make PE certificate # a configurable field

We would like to limit the characters/numbers an inspector/user can put in the PE certificate field. Making this a configurable field would help.

Show page numbers by default

Show page numbers set as a default setting on all reports is not available. We should be able to configure a default setting, & should not need to set a choice (available to users) for every individual report.

Allow CS1 editing of elements 1130, 1110, 1150, 1180, 3430

Per element manual, we need to be able to enter CS1 values for various elements and cannot currently. 2019 Manual for Bridge Element Inspection lists elements for which CS1 may have valid values.
