Add a field for Archived/Replacement Structure NBI & Date

This will allow us the ability to link archived & replacement structures together w/o searching through old PSN Memos, tracking spreadsheets, etc. It needs to show up in Queries.

Show page numbers by default

Show page numbers set as a default setting on all reports is not available. We should be able to configure a default setting, & should not need to set a choice (available to users) for every individual report.

Allow CS1 editing of elements 1130, 1110, 1150, 1180, 3430

Per element manual, we need to be able to enter CS1 values for various elements and cannot currently. 2019 Manual for Bridge Element Inspection lists elements for which CS1 may have valid values.
